Board of County Commissioners Meeting Minutes - Final December 5, 2023 <br />behalf of the Board. <br />Attachments: Staff Report <br />Resolution <br />County Attorney Bill DeBraal stated the Indian River Mosquito Control District has <br />been an independent special district in Florida since 1925. It derives its income from <br />ad valorem taxes, not from the Board of County Commissioners. In 2021, the <br />legislature passed House Bill 1103, which mandates that all independent Special <br />Districts undergo performance review by the Office of Program Policy Analysis and <br />Government Accountability (OPPAGA). The review primarily focuses on evaluating <br />the quality of services the special district delivers. It also compares the services <br />provided by other municipalities or the county, under similar circumstances. The <br />Mosquito Control District's services are unique, and they are asking for a Resolution <br />that would allow them to continue as an independent special district. <br />Chairman Adams mentioned that the County would have difficulty providing mosquito <br />control services. She thanked the Mosquito Control District for their efforts in <br />Fellsmere, where the giant flood of 2023 had caused mosquitoes to grow rapidly. <br />Chairman Adams thanked the executive director and staff who were present for their <br />excellent work in controlling mosquitoes in the County. <br />Mosquito Control District Executive Director Sherry Burroughs thanked the <br />Commissioners for their continued partnership with County staff and their support of <br />the district. <br />Additional discussion ensued, each Commissioner shared their thoughts on the <br />valuable services provided by the Mosquito Control District to the County. <br />A motion was made by Commissioner Earman, seconded by Vice Chairman <br />Flescher, to approve staffs recommendation and Resolution 2023-077, Supporting <br />and recommending retention of the current independent special district status of <br />the Indian River Mosquito Control District.
