Boox 98 PKE P : 852 <br />80). Resolution I, contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(96-79) was published in the Vero Beach*Press Journal on July 27, <br />1996. (See attached agenda item and minutes of the above meeting). <br />ANALYSIS <br />Design of the water distribution system is complete. An <br />informational meeting was held with the property owners on August <br />6, 1996. The project will serve 25 platted lots and 10 non -platted <br />parcels, along 60th Avenue and 45th Street. The non -platted <br />parcels vary from 1.31 acres to 19.95 acres. The platted lots are <br />typically .27 acre +. <br />Approval of the attached Resolution III will confirm and approve <br />the preliminary assessment. The attached map displays the area to <br />benefit from the assessment project. The total estimated cost to <br />be assessed is $85,303.50. The estimated cost per square foot is <br />$0.08640175267. This project is to be paid through the assessment <br />of property owners along the proposed water line route. In the <br />interim, financing will be through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. • <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Raymond Jackson, 4525 58th Avenue, asked which criteria <br />determines which properties will benefit specifically from the <br />project. <br />Mr. Chastain explained that benefits would be the new water <br />lines that run westerly along 45th Street until they reach 60th <br />Avenue into Ponderosa Estates. There will be additional fire <br />protection with the fire hydrants along that route and within the <br />subdivision itself, and additional access to the properties <br />abutting both the north and south sides of 45th Street along that <br />corridor. <br />Mr. Jackson questioned the assessment being based on square <br />footage, and Mr. Chastain explained that over the years we have <br />held extensive workshop sessions regarding the assessment <br />methodology of square footage versus linear footage and the Board <br />has determined that square footage is the fairest method. However, <br />when properties have less than 295 feet of frontage and a depth <br />greater than 300 feet, the 2 -acre maximum rule is applied. <br />Mr. Chastain advised that informational meetings were held <br />with the owners and this is the first communication we have had <br />from Mr. Jackson. <br />33 <br />AUGUST 20, 1996 <br />
