Compatibility with surrounding uses: The project <br />intensity, location, and screening is adequate to ensure <br />compatibility with surrounding uses, such as the Council <br />on Aging to the south. Furthermore, residential areas to <br />the north and east are zoned RM -10, and have a mixing of <br />multi -family and single family structures. <br />7. Public health, safety, and welfare: No adverse impacts on <br />public health, safety, and welfare are anticipated since <br />the project design meets all utility, environmental <br />health, traffic, and drainage engineering requirements. <br />8. Orderly development: the project promotes orderly <br />development by being designed to properly fit into the <br />area roadway, utilities, and drainage network and by <br />being compatible with surrounding uses. <br />18. Specific Land Use Criteria: The applicant must satisfy all <br />applicable criteria for an adult congregate living facility <br />for 21 or more residents. The group home specific land use <br />criteria are as follows: <br />(d) Criteria for group homes: Levels I, II, and III, <br />residential centers, and adult congregate living <br />facilities. Group homes shall be distinguished by their <br />resident capacity as follows: <br />1. Level I group home or ACLF, up to eight (8) <br />residents including caretaker(s) per shift); <br />2. Level II group home or ACLF, up to twelve (12) <br />residents including caretaker(s) per shift; <br />3. Level III group home or ACLF, up to twenty (20) <br />residents including caretaker(s) per shift; and <br />4. Residential centers or ACLF (not Level I, II, or <br />III), twenty-one (21) or more residents including <br />caretaker(s) per shift. <br />(e) Those group homes or ACLFs whose residents are service - <br />dependent persons requiring special protection or <br />custodial care in order to meet their emotional and/or <br />physical needs must meet all licensing requirements from <br />the Department of Health and Rehabilitative Services of <br />the State of Florida. <br />1. The use shall satisfy all applicable regulations of <br />the State of Florida and Indian River County as <br />currently exist; <br />2. The approving body shall determine that the <br />proposed use is compatible with the surrounding <br />neighborhood in terms of intensity of land use. As <br />a measure of land use intensity, the -expected <br />number of persons per acre of the proposed use is <br />equivalent to the number _of persons per acre <br />allowed within the respective zoning district. The <br />number of persons per acre within the zoning <br />district can be derived by multiplying the density <br />(d.u./acre) by household size estimates for that <br />structure type. For the purposes of this section, <br />the following household size estimates shall apply: <br />single family homes, 2.5 person per dwelling unit; <br />47 <br />AUGUST 20, 1996 <br />
