Zito, Deputy County Administrator <br />Beth Powell, Director of Parks, Recreation and Conservation <br />From: Wendy Swindell, Conservation Lands Manager <br />Subject: Project Closeout and Release of Retainage for Bid 2023021 — <br />Replacement of Pontoon Boat Dock at the Environmental Learning <br />Center <br />BACKGROUND: <br />On December 13, 2022, the Board approved the Fourth Modification to the Agreement with the <br />Environmental Learning Center ("ELC") for the replacement of the Main Dock, including the <br />rejection of bids received on July 15, 2022, as the prices exceeded the available funding. The <br />fourth modification authorized the application for a Florida Inland Navigation District ("FIND") <br />Waterway Assistance Program grant to make up the shortfall in funding for the project. New bids <br />were solicited for the project, as the previous bids were only valid for 90 days. The County <br />advertised Bid 2023021 on January 4, 2023. Indian River Docks, LLC submitted the lowest, <br />responsive, responsible bid in the amount of $331,456.00. <br />DESCRIPTION AND CONDITIONS: <br />On September 26, 2023, the Board approved an agreement with Indian River Docks, LLC for the <br />completion of the replacement of the pontoon boat dock in the amount of $321,456.00, with an <br />additional $10,000.00 contingency, for a total contract price of $331,456.00. The ELC arranged <br />for Coastal Tech — G.E.C, Inc. to provide construction administration services for this project. <br />Coastal Tech inspected and approved the work completed according to the Agreement. <br />The project has been completed and approved by the County Building Department. A change <br />order to the agreement has been requested by the contractor to address the need for a safe <br />transition between the reconstructed dock and the access road to the ELC. A concrete apron was <br />permitted and constructed to provide a smooth walking transition. Additionally, the material for <br />the top rail caps was augmented with additional material to provide increased structure and <br />stability. <br />The additional cost for the added concrete transition and materials for the rail caps was <br />$6,600.00, bringing the total project cost to $328,056.00. The final cost of the project was less <br />than the original budget by $3,400.00. <br />141 <br />
