Tobar, EI, Utility Design Engineer <br />Subject: Amendment No. 2 to Work Order No. 14 to Bowman Consulting Group, LTD. <br />North County WWTF 24" Force Main Replacement <br />IRCDUS Project ID 21.23.503 <br />Background: <br />Indian River County Department of Utility Services (IRCDUS) manages lift station 203, which is located at <br />the decommissioned North Wastewater Treatment Facility (NWWTF). Lift Station 203 receives sewage <br />from a 24 -inch ductile iron force main that runs west to the facility from Old Dixie Highway. The 24 -inch <br />force main is the main force main carrying wastewater from Indian River County's north wastewater <br />service area directly to lift station 203, then pumped to the IRCDUS Central Wastewater Treatment Facility <br />(CWWTF). The pipeline is significantly corroded, and it has been determined that the likelihood of failure <br />is very high. In addition, the consequences of failure include significant damage to private property thus <br />exposing IRCDUS to significant financial risk. <br />The project to replace the 24 -inch force main is being done on an expedited schedule due to the high <br />financial risk of failure. During the design phase, it was determined that changing the new force main <br />alignment, by moving it approximately 50 -feet south of the existing location, would avoid conflicts with <br />Red Stick Golf Course and allow construction to commence sooner (i.e., reduce timeline to complete). <br />Design is nearing completion. <br />On February 21, 2023, the Board of County Commissioners (BCC) approved Work Order (WO) No. 14 to <br />Bowman Consulting Group, LTD. (Bowman) in the amount of $88,230.00 to provide design, bid support, <br />and construction management services during construction for replacement of the 24 -inch force main. <br />WO No. 14 was executed under Bowman's CCNA 2018 contract, renewed, and extended in 2021. On <br />October 17, 2023, the BCC approved Amendment No. 1 to WO No. 14 for Bowman to provide additional <br />design services to change the alignment of the North County 24 -inch force main in the amount not -to - <br />exceed in $20,296.34, bringing the total cost to $108,526.34. <br />Page 1 of 2 <br />157 <br />
