Mehta, PE, Managing Director, SWDD <br />Subject: Approval of Amendment No. 1 to Work Order No. 1 to Geosyntec for Phase 2, Segment 3, <br />Cell 3 Engineering Services <br />Descriptions and Conditions: <br />The Indian River County (IRC) Solid Waste Disposal District (SWDD) Class 1 landfill includes the closed <br />Segment 1 Infill, Segment 2 vertical expansion, and Segment 3 lateral expansion (Segment 3). The total <br />footprint area of Segment 3 is 76 acres and consists of eight cells that are being constructed in phases, as <br />needed. Segment 3 Cell 1, directly east of and on top of the east slope of Segment 2, was constructed in 2013. <br />Segment 3 Cell 2 was constructed in 2020. <br />On April 4, 2023, the SWDD Board approved Work Order No. 1 to Geosyntec Consultants, Inc. in the amount <br />of $139,129.70 for the Phase 2 Segment 3, Cell 3 Project. The scope of work was to provide professional <br />and support services for the procurement of a construction contract for the approximately 10.5 -acre <br />Cell 3, which consists of construction of Cell 3 liner and leachate control systems and appurtenant <br />structures including an access ramp into the cell, and development of Engineer's Cost Estimate (ECE) for <br />the Project. <br />Analysis: <br />As presented in a separate agenda item for February 20, 2024, Geosyntec has provided their evaluation <br />and recommendation to award the Cell 3 Construction Contract to Comanco Environmental Services in <br />the amount of $6,897,651.70. <br />Geosyntec has prepared Landfill Amendment No. 1 to Work Order No. 1, provided in Attachment 1, for <br />engineering services detailing the scope of work, budget, and schedule for each of the phases to complete <br />the construction management of Cell 3 within Segment 3. The fees to be paid by SWDD for the execution <br />of this work authorization are in accordance with the attached master agreement.
