Titkanich, Jr., County Administrator <br />THROUGH: Eric Charest, Interim Natural Resources Director <br />FROM: Quintin Bergman, Coastal Resource Manager <br />SUBJECT: Work Order No. 1 Ecological Associates, Inc. <br />HCP Sea Turtle Monitoring North and South County <br />DATE: February 2, 2024 <br />In <br />BACKGROUND AND DESCRIPTION <br />On September 26, 2023, the Indian River County Board of County Commissioners (Board) <br />approved a continuing services contract with The Transit Group dba Ecological Associates Inc., <br />(EAI) for environmental and biological support services for a two-year term, through September <br />26, 2025 with the option for 2 two-year renewals. EAI is the selected consultant for professional <br />environmental services related to the County's Habitat Conservation Plan for Nesting Sea Turtles <br />(HCP). <br />The HCP requires the County to coordinate on-going countywide sea turtle nest monitoring with <br />local stakeholders and/or property managers annually from March 1— October 31. <br />The proposed Work Order No. 1 provides biological monitoring services relative to sea turtle nest <br />monitoring and reporting along approximately 10 miles of intermittent shoreline from Florida <br />Department of Environmental Protection (FDEP) Range -Monument 17 (R17) to R20 and R68 to <br />the Indian River/St. Lucie County Line (11119). These 10 miles represent the portions of Indian <br />River County's beaches that are not currently required under a beach construction permit to <br />monitor for sea turtle nesting activity. <br />Work Order No. 1 services will be performed by the consultant at a fixed rate cost not to exceed <br />$140,847.80 for sea turtle monitoring and reporting. <br />FUNDING <br />Local funding for implementing the County's HCP is budgeted through the Natural Resources, <br />Coastal Engineering Fund.
