Date 7/1/20241 <br />If the home is foreclosed on by a superior mortgage holder, the county will make an <br />effort to recapture funds through the legal process if it is determined that adequate <br />funds may be available to justify pursuing a recapture. <br />f. Recipient/Tenant Selection Criteria: Selection Criteria: Applicants will be selected on a first -qualified, first- <br />served basis with the priorities as described in Section I of this plan. <br />g. Sponsor Selectiolln Criteria: N/A <br />Additional Information: <br />1. Property taxes a P d homeowner's insurance must be paid current unless these amounts were being <br />escrowed as part of the mortgage payment. <br />2. The property shall have no other liens other than the first mortgage or previous SHIP, CDBG, or NSP liens. <br />3. No assistance will be provided to any property owner whose home is in the process of foreclosure or who <br />has delinquent tax liens or other liens, with the exception of a previous SHIP, CDBG, or NSP lien against it. <br />III. LHAP Incentive Strategies <br />In addition to the required Incentive Strategy A and Strategy B, include all adopted incentives with the <br />policies and procedures used for implementation as provided in Section 420.9076, F.S.: <br />A. Name of the Strategy: Expedited Permitting <br />Permits as defined in s. 163.3177 (6) (f) (3) for affordable housing <br />projects are expedited to a greater degree than other projects. (Housing Element policies 1.5 & 1.6) <br />- Housing Element Policy 1.5 <br />POLICY 1.5: By 2000, the county shall assess its existing permit processing procedure and, if warranted, establish a <br />full one-stop permitting process. <br />- Housing Element Policy 1.6 <br />POLICY 1.6: The County shall take all necessary steps to eliminate delays in the review of affordable housing <br />development projects. In order to define delay, the county hereby establishes the following maximum timeframes <br />for approval of projects when an applicant provides needed information in a timely manner: <br />- Administrative approval - 5 days; <br />- Minor site plan - 5 weeks; <br />- Major site plan - 6 weeks; and <br />- Special exception approval - 13 weeks. <br />Whenever these review times increase by 150% or more due to the workload of the review staff, the county will <br />-19- <br />91 <br />
