40 <br />40 <br />2. Major Disaster <br />Any disaster that will likely exceed local capabilities and require a <br />broad range of state and federal assistance. <br />In accordance with this CEMP, this definition translates into a <br />Level II or Level I activation of the EOC. The SEOC will be <br />notified, and potential state assistance will be coordinated. <br />Catastrophic Disaster <br />Any disaster that will require massive state and federal assistance, <br />including immediate military involvement. <br />In accordance with this CEMP, this definition translates into a <br />Level I activation of the EOC. The SEOC will be notified and may <br />be requested to pre -deploy to the EOC; potential federal assistance <br />will involve response as well as recovery needs. <br />B. GENERAL <br />Local units of government call for assistance during events in <br />which their own resource and response capabiliti as are <br />overwhelmed. The County will provide assistance to municipalities <br />within their borders, and then turn to the state for assistance <br />when their capabilities are overwhelmed. The County and the <br />state together determine whether inter -county mutual aid or direct <br />state assistance is needed. <br />2. Direction and control of all emergency management activities <br />remain under the Indian River County Board of County <br />Commissioners at all times. The organization and staffing <br />structure of the Indian River County Comprehensive Emergency <br />Management Plan are tailored to meet the needs of specific <br />emergencies and disasters. Organizational structure and <br />identification of operational and support roles within the EOC, <br />which depicts the total preparedness, response, recovery and <br />mitigation system, can be found in the EOC Suggested Operating <br />Procedures attached and identified as Appendix D. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 52
