41 <br />C. The primary agency for the ESF will be responsible for <br />obtaining all information relating to ESF activities and <br />requirements caused by the disaster and disaster response. <br />This information gathering will frequently require the lead <br />agency to step outside traditional information gathering <br />protocols. <br />The County will respond to local requests for assistance <br />through the ESF process. Within the EOC, requests for <br />assistance will be tasked to the ESF for completion. The <br />primary agency will be responsible for coordinating the <br />delivery of that assistance to the disaster area. <br />11. SERT Support Staff <br />a. Upon activation of the SEOC, the FDEM becomes the <br />support staff to the SERT. The SERT support staff is <br />charged with ensuring that SEOC procedures for information <br />management and decision making is timely and accurate. <br />12. Discussion of Mission Assignments <br />The SERT Leader, SCO, or Deputy SCO will issue mission <br />assignments to the primary state agency for the ESF based <br />on the local government's identified resource shortfall. <br />Resource taskings to the state agencies will be <br />accomplished through the ESFs on a mission assignment <br />basis. The "tasking on a mission assignment basis" means <br />that a local government resource shortfall will be addressed <br />through assigning a mission to address the shortfall rather <br />than tasking specific pieces of equipment or personnel. <br />b. The primary state agency for that ESF will be responsible <br />for identifying the particular resource or resources that will <br />accomplish the mission and coordinate the delivery of that <br />resource to the local government. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 67
