The SERT support staff will monitor and coordinate all <br />requests and executed agreements. Records will be <br />maintained of agreement participants to effectively <br />administer this activity. <br />14. Transition from EOC to the DFO EOC <br />A Presidential Disaster Declaration means that several <br />federal aid programs will be implemented. The <br />administration of the federal aid programs will be conducted <br />from a DFO that FEMA will establish in the disaster area. <br />The establishment of post -disaster aid programs is <br />described as the start of the recovery phase. <br />The "response phase" and "recovery phase" of the disaster <br />will, for a period of time, be occurring simultaneously. The <br />response phase" will be coordinated and conducted <br />through the ESFs located at the EOC. The "recovery <br />phase" will be coordinated and conducted at the EOG with <br />a transition to the DFO as appropriate. <br />E. NOTIFICATION AND WARNING <br />The Indian River County Department of Emergency Sel rices <br />operates a 24-hour emergency communications center, either at <br />the main office location during routine business hours, or at the <br />Sheriff's Office during off -hours. The Department may receive <br />initial warning of a disaster or pending disaster from the <br />Emergency Satellite Communications <br />System (ESATCOM), <br />National Weather Service, a Nuclear Power Plant, the SEDC, <br />municipal government, or the news media. If a determination that <br />a disaster or emergency has occurred or is imminent, the <br />emergency management staff will notify key personnel. <br />The primary communication system operative through the <br />Department prior to, during, or after an emergency is the State of <br />Florida's SUNCOM telephone network. SUNCOM is a commercial <br />carrier telephone service operated by the State. <br />The ESATCOM System is a back-up dedicated voice and data <br />system that links the office, through the State Warning Point, with <br />each County Warning Point, the National Weather Service, <br />National Hurricane Center, St. Lucie Nuclear Power Plant, <br />Indian River County Comprehensive Emergency Management Plan Basic Page 69
