Her neighbor at 571 Balboa Street has hooked on to it <br />and has received an assessment letter. <br />Mr. Chastain advised that questions on individual assessments <br />should be directed to him for handling after the meeting. Director <br />Pinto added that anyone who was already connected will- not be - <br />subject to,assessment. <br />Jeffrey Horne, 414 Quarry Lane, Sebastian, made the point that <br />the County is not raising his taxes, but is raising his cost of <br />living through this assessment. <br />Winfield Singletary, 997 Carnation Drive, Sebastian, advised <br />he is retired, on a fixed income, and does not see how he can <br />afford the cost. <br />Ray Wollschlager, 106 Darden Court, believed he was being <br />penalized and overcharged and asked for relief. He can't afford to <br />pay for this expensive water ($11,559.51 for two lots), especially <br />when one of his lots cannot be cleared because it is a scrub jay <br />habitat. His home lot measures 36,965 square feet and the scrub <br />lot measures 20,624 square feet. <br />Discussion ensued concerning the pros and cons of assessing <br />based on per unit versus square footage bases. Mr. Chastain and <br />Director Pinto described the three assessment methods (unit, front <br />foot, square footage) and pointed out that assessments are <br />generally done on the square footage basis which has survived legal <br />challenges. Director Pinto cited specific problems with the other <br />methods. <br />Commissioner Bird stressed that he had spent hours looking at <br />these methods and the square footage method is the best they have <br />found. <br />Director Pinto again pointed out that the total cost of the <br />project is still there and has to be recovered in some manner. <br />William Roolage recommended the $26 million bond issue be <br />placed again before the voters to determine whether the land <br />acquisition program should be continued. <br />Joe DeMayo, now living in Vero Beach Highlands, owns two lots, <br />one with a house, in Sebastian in the scrub area at the corner of <br />Brisbain & Barber. His concern was that he cannot sell his <br />property until a decision is made. <br />Norma Damp, 309 Benedictine Terrace, owns 14,500 square feet. <br />She suggested capping all the lots at 10,000 square feet or 85 <br />linear front footage for determining the assessments and asked what <br />the difference would be.
