40 <br />i <br />C> <br />ATTACHMENT <br />SCOPE OF SERVICES <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />ENGINEERING SERVICES FOR <br />ASSISTING IN PREPARATION OF A <br />CONTRACT AND NEGOTIATIONS WITH WMIF <br />PROIECT UNDERSTANDING <br />The Indian River County Solid Waste Disposal District (SWDD) is considering Contract <br />Operations for solid waste services now provided by the County. in addition, the <br />SWDD has a goal of recycling 50% of C&D material which cannot be reasonably <br />performed by existing County staff. In particular, SWDD plans to contract the <br />operations for theC&D landfilling operation and the landfill maintenance work. The <br />SWDD has already contracted out the Class I landfilling operation to Waste <br />Management Inc. of Florida (WMIF). Because WMIF is already working on site and the <br />equipment used to perform these operations is similar, the SWDD plans to negotiate <br />with WMIF as a natural extension of the existing contract. <br />Task 100 -- I REI'ARATION OF CONTRACT <br />CDM and the SWDD have divided the current budget among each of the major solid <br />waste services performed by Indian River County. This work was done as pert of a <br />previous work assignment. The attached report was presented to the Utilities Advisory <br />Committee on April G, 2000, and the committee voted to proceed with Options l and 2. <br />CDM will assist the SWDD in performing a more detailed financial analysis of the C&D <br />Landfill and C&D recycling and will show separately the expected cost associated with <br />the enhanced C&D recycling. CDM will evaluate the cost to Indian River County of <br />performing C&D recycling using County personnel and County owned equipment. <br />Landfill maintenance operations in which. SWDD has budgeted costs will be allocated <br />into "indirect" and "direct" expenses, Those expenses identified as direct will became <br />the basis for negotiating contract costs with WMIF. <br />CDM will use a subcontractor experienced in the sale of used Heavy etluipment to assess <br />the value of the County's equipment currently used in the C&D Landfill ,and landfill <br />maintenance operations. After equipment records are examined and a visual inspection <br />performed, a valuation will be made of the equipment. The valuation will include <br />estimates for both the wholesale value and the retail value of this equipment. <br />CDM will prepare a draft Operation and Maintenance Contract which will lit used as it <br />basis for discussion during an initial negotiation meeting with SWDD, WtwIIF, and CDM <br />staff. The contract will include: C&D landfill operation; C&D recycling; reilnirentVIats, <br />landfill operation maintenance requirements, and any other necessary , ,lank l <br />B-1 <br />
