6. Airport Zoning Ordinance Regulations: The proposed 300' tower <br />would extend into one of the -county's "height notification <br />zones." Pursuant to the county's height notification and <br />other airport zoning ordinance regulations, the applicant has <br />been notified that it must file a notice of proposed <br />construction form with the FAA (Federal Aviation <br />Administration), obtain the FAA's determination and comments <br />on the proposed tower, and obtain from county staff either an <br />"airport construction permit" or an "airport obstruction <br />variance". At this time, the applicant has stated to staff <br />that the appropriate notification information has been filed <br />with the FAA. Upon receipt of the FAA's determination, the <br />applicant will apply for a county "airport construction <br />permit" or an "airport construction variance". Prior to site <br />plan release, the applicant must obtain a county "airport <br />construction permit" or "airport construction variance". <br />7. Building Area: 317 sq. ft. (unmanned, electrical equipment <br />building) <br />S. Open Space: Required: 80.0% <br />Provided: 80.28 <br />9. Traffic Circulation: The site is to be accessed via a private <br />grove road driveway that runs north and south on a Fellsmere <br />Farms Drainage District canal right-of-way. This access <br />driveway aligns with 11122nd Avenue" further north. Due to the <br />low traffic generation associated with an unmanned tower site, <br />traffic engineering has approved the proposed access. <br />10. Off -Street Parking: Required: 2 unpaved <br />Provided: 2 unpaved <br />Note: County off-street parking regulations for towers <br />require two (2) parking spaces. The spaces may be fully <br />sodded or otherwise stabilized as approved by the Public Works <br />Director. The stabilized parking spaces provided for the <br />subject site have been approved by the Public Works -Director. <br />11. Landscape Plan: For towers, such as this one, that exceed <br />140' in height in agricultural zoning districts, the lowest <br />50' of the 'tower must be screened from adjacent properties. <br />The existing grove and tree line along the perimeter of the <br />grove will provide the required screening initially. However, <br />in order to ensure future screening, in the event the grove <br />trees are removed in the future, oak trees are proposed to be <br />planted along the north and east perimeters of the tower lease <br />area. Therefore, the specific land use criteria of section <br />971.44(2) are satisfied. <br />12. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />13. Utilities: The proposed site is outside of the utilities <br />service area. Given the type of use, no water or wastewater <br />services are required. Therefore, county utilities has no <br />objection to approval of the site plan and use request. <br />14. Health & Rehabilitative Services (HRS):- The HRS Environmental <br />Health Unit acknowledges that the site will not require a <br />potable water supply or sanitary facility, and has no <br />objections to approval of the site plan and use request. <br />15. Specific Land Use Criteria: The applicant must satisfy the <br />following specific land use criteria which apply to the <br />erection of a tower exceeding 140' in height within a A-2 <br />zoning district. <br />A. General criteria for all towers exceeding 70' in height. <br />1. All towers shall have setbacks from all property <br />lines equal to one hundred ten (110) percent of the <br />height of the proposed structure. This provision <br />may be waived or modified upon a recommendation by <br />the director of public works, based upon the <br />following criteria. <br />a. The designed fall radius of the tower is <br />depicted on the site plan and does not impact <br />adjacent uses; <br />b.
