Greer, Assistant Fire Chief of EMS <br />Fire Rescue Division <br />DATE: February 29, 2024 <br />SUBJECT: Approval of Renewal for a Class `B" Certificate of Public Convenience and <br />Necessity for Coastal Health Systems of Brevard, Inc. to Provide Interfacility <br />Ambulance Transportation Services. <br />It is respectfully requested that the information contained herein be given formal consideration by the <br />Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION: <br />On April 12, 2022, the Indian River County Board of County Commissioners approved a renewal <br />application for a Class `B" Certificate of Public Convenience and Necessity for Coastal Health Systems <br />of Brevard, Inc. to provide interfacility ambulance medical transportation originating within Indian <br />River County. This certificate was necessary to comply with Indian River Code of Laws and <br />Ordinances as specified in Chapter 304. The certificate was approved for a period of two (2) years and <br />will expire May 4, 2024. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on an application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public's health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, the Board is requested to renew the certificate. <br />An application for the renewal of the Class `B" Certificate of Public Convenience and Necessity has <br />been submitted by Coastal Care Corporation dba Cleveland Clinic Advanced Medical Transport. Staff <br />have reviewed the application, and no reasons are known or perceived that would require a public <br />hearing pursuant to the established ordinance. <br />FUNDING: <br />There are no funding requirements for this item. <br />RECOMMENDATION: <br />Staff respectfully recommends that the Board of County Commissioners approve renewal of the Class <br />"B" Certificate of Public Convenience and Necessity for Coastal Health Systems of Brevard, Inc. to be <br />effective for a period of two (2) years from May 4, 2024 to May 4, 2026. <br />ATTACHMENTS: <br />1.
