40 <br />• <br />Contract #9911235 <br />Amendment #1 <br />EXHIBIT"B — REVISED SCOPE OF WORK <br />ROSELAND AREA EAST''.TORMWATER IMPROVEMENTS PROJECT <br />I. INTRODUCTION: <br />Indian River County is preparing a detailed construction scope of work and permit application for the <br />creation of two wet detention lakes. The South Lake shall be approximately 5 acres providing, treatment <br />for an $0 acre drainage basin with an estimated 72.4% actual treatment efficiency rate. The North Lake <br />shall be approximately 3 acres providing treatment for a 44 acre drainage basin with an estimated 55%a <br />actual treatment efficiency rate. <br />The County has completed surveys of the wetlands limits and a general topography of the drainage area. <br />Preliminary environmental site assessments have been completed, and a tentative acquisition agreement <br />has been reached with the owner of the South Lake property. Conceptual approval on the North Lake <br />location has been granted from the second property owner. Final negotiations are proceedings, and <br />acquisitions are conditioned upon permit approvals. <br />When construction is completed in September 2001, this project shall reduce the nuisance flooding and <br />road access problems created from the overflowing natural slough south of Bay Street. The creation of <br />additional flood storage in two wet detention lakes with the construction of control structures to bleed <br />down the lakes shall improve the quality discharge. <br />11. WORK DESCRIPTION: <br />DISTRICT's IRL Program has budgeted funding for this project through the Water Management District <br />Trust Fund to be applied towards the construction of two wet detention sites to treat stormwater runoff <br />from the 195 acre basin south of Bay 'Street in northern Indian River County. These wet detention ponds <br />shall be located in upland areas and incorporated into the drainage system to minimize wetland impacts. <br />Inlet structures shall divert water from the natural drainage slough into the adjacent wet detention ponds. <br />Outlet structures with bleed down devices shall return water to a point downstream in tlse slough at a <br />reduced rate. <br />COUNTY's contractor shall be responsible to construct these detention ponds in accordance with <br />DISTRICT and COUNTY requirements. <br />The South Lake shall be approximately 5 acres providing treatment for a 80 acre drainage basin with an <br />estimated 72.4%n actual treatment efficiency rate. The North Lake shall be approximately 3 ,acres <br />providing treatment for a 44 acre drainage basin with an estimated 65% actual treatment efficiency rate. <br />Lash I <br />Final Design, construction documents and permits. The COUNTY shall provide copies of the final <br />design drawings, specifications and construction documents, scope of work, subconlractor sub - <br />agreements, and the M.S.S.W.
