i <br />40 <br />O <br />1.0 PLAN OVERVIEW & PURPOSE <br />1.1 RESPONSIBILITY FOR THE PLANNING EFFORT <br />With the enactment of the Emergency Planning and Community <br />Right -To -Know Act of 1386, Congress imposed upon state and local <br />governments additional planning and preparedness requirements for <br />emergencies involving the release of hazardous materials. In compliance <br />with these requirements, Indian River County officials have prepared a <br />plan for use in responding to and recovering from a release of hazardous <br />or toxic materials from those facilities that are subject to the <br />requirements of the Act, <br />The Indian River County Hazardous Materials Emergency Plan is <br />developed based upon guidance criteria prepared by the National <br />Response Team (Hazardous Materials Emergency Planning Guide/NRT-1 ) <br />and by the ;tate Emergency Response Commission for Hazardous <br />Materials (Chapter 9G-7,Florida Administrative Code). This plan will <br />provide local emergency response personnel with operational guidance in <br />order to effectively manage resources in response to emergencies <br />involving hazardous materials„ This plan is based upon certain <br />assumptions and the existence of specific resources and capabilities <br />which may be subject to frequent change. Because of this, some <br />deviation in the implementation of operational concepts identified in this <br />plan may be necessary to protect the health and safety of residents and <br />transients near each facility. This plan addresses the range of potential <br />emergency situations and the appropriate measures to be implemented <br />to minimize exposure through inhalation, ingestion, or direct exposure. <br />Those portions of the pian addressing local emergency response <br />capabilities were developed by the Indian River County Department of <br />Emergency Services, with input from designated emergency contacts of <br />those agencies with hazardous materials emergency responsibilities. <br />Site-specific portions of the plan were developed by emergency <br />management planners with input from affected facility owners and <br />operators. The Indian River County Emergency Services Director has <br />overall responsibility for the development of this plan and assuring the <br />Board of County Commissioners and the Local Emergency Planning <br />Committee that prompt and effective protective measures can and will <br />be taken in the event of an emergency involving the release of hazardous <br />materials. <br />Indian River County Emergency Plan for Hazardous Materials Pages 1 <br />
