40 <br />• <br />4D <br />3.2 LOCAL GOVERNMENT ROLE <br />3.2.1 Decision-making authority <br />a. The on -scene commander or commanders in an <br />emergency response are local officials, usually a <br />representative from emergency management, law <br />enforcement, fire or EMS. Overall, local coordination <br />and commitment authority for local assets is retained <br />by local elected officials, and delegated to the <br />County Emergency Management Director. In this <br />capacity, the incident commander would be <br />responsible for: <br />Coordination of local resource deployment and <br />local emergency response activities; <br />Coordination of cleanup and recovery <br />operations; <br />Keeping county officials apprised of on -scene <br />activities. <br />The Emergency Management Director is responsible <br />for the activation and maintenance of the operational <br />readiness of the ECIC, directing county evacuation, <br />opening shelters, requesting state assistance and all <br />recovery activities within the county. County <br />authorities, through the Emergency Management <br />Director, may also activate mutual aid agreements <br />with neighboring counties, and shall coordinate <br />mutual aid agreements between municipalities within <br />the county. <br />3.2.2 Evacuation <br />The majority of evacuations are site specific and related to <br />a specific public safety hazard; this type of evacuation is <br />usually initiated by the first arriving public safety officer. <br />County -wide evacuations greater than a minor incident in <br />scope will be directed by the Emergency Management <br />Director, or his designee. Planned evacuations with notice, <br />such as would Occur when hurricane warnings are <br />announced, may be initiated following a decision by the <br />Indian River County Emargency Plan for Hazardous Materials Page 6B <br />
