do <br />40 <br />40 <br />5.0 EMERGENCY COMMUNICATIONS <br />5.1 GENERAL <br />Located within the Indian River County 911 Center is a fully operational <br />communications center, which is manned 24 hours per day by a <br />professional staff of emergency communicators and capable of <br />coordinating communications among response organizations during an <br />emergency. This section describes the various communications systems <br />which can be used during emergencies involving hazardous materials. <br />5.2 COORDINATION OF EMERGENCY COMMUNICATIONS <br />The EOC will provide the primary off-site communications support to the <br />incident commander for the public safety agency having responsibility for <br />coordinating emergency response to hazardous materials incidents within <br />that particular jurisdiction within Indian River County. <br />Upon activation of the Indian River County EOC, all emergency <br />communications systems will be placed into service and tested. The <br />Communications Coordinator wild organize all communications within <br />Indian River County for emergency use. The Communications <br />Coordinator will establish liaison with county communications, American <br />Red Cross, Indian River County Chapter; communications personnel, <br />Indian River County Department of Emergency Services, Emergency <br />Medical Services Division; Civil Air Patrol, RACES/CB operator(s), and <br />any other organization with the capability to provide supplemental <br />communications. <br />The Communication Coordinator will arrange for staffing of the <br />communications center (including volunteer communicators) to operate <br />emergency communications systems. 'Emergency communications <br />personnel will be directed to report to the Indian River County EOG for <br />assignment. <br />The Indian River County Department of Emergency Services <br />communicators will be responsible for the operation of the county <br />communications center. Amateur radio operators have been assigned to <br />each shelter. Upon receipt of an evacuation order, amateur radio <br />operators will report to their assigned shelters with their equipment and <br />begin to open communications nets with the EOC. <br />Indian River County Emergency Plan far Hazardous Materials Page 84 <br />
