Work Order Number 3, RFQ 2023015 <br />— Indian River Lagoon Greenway Boardwalk <br />BACKGROUND: <br />The Indian River Lagoon Greenway is a 37.5 -acre tract located northeast of the intersection of <br />Indian River Boulevard and 12th Street, in Vero Beach. The property was purchased in 2008 <br />with Cost -Share funding from the St. John's River Water Management District and the Florida <br />Inland Navigation District. The property contains a small parking area, trails through coastal <br />hammock and mangrove habitats, and an observation pier along the Indian River Lagoon <br />(IRL). <br />As part of the initial improvements to the site, a boardwalk was constructed through the <br />mangroves. Higher water levels and generally wetter conditions along the IRL have resulted <br />in a portion of the trail to the west of the boardwalk becoming seasonally wet and difficult for <br />pedestrians to traverse. For the past few years, the County has worked with the Indian River <br />Land Trust to place mulch along wetter portions of the trail, however, this temporary remedy <br />no longer resolves the issue. These wet conditions pose a safety concern and affect the <br />enjoyable experience for trail walkers. A western extension of the current boardwalk would <br />resolve the issue of the wet trail. <br />DESCRIPTION AND CONDITIONS: <br />On April 18, 2023, the Board of County Commissioners approved Continuing Consulting <br />Engineering Services Agreements for RFQ 2023015. Bowman Consulting Group, Ltd. was <br />approved to provide Infrastructure, Site/Civil, and Utilities services. Bowman has provided <br />staff with Work Order Number 3 — Continuing Consulting Engineering Services RFQ 2023015 <br />to provide design, bid assistance and construction administration services for the proposed <br />boardwalk extension. Staff will be completing the environmental permitting for the project in- <br />house. Staff is respectfully requesting that Bowman Work Order Number 3 be approved to <br />authorize completion of the proposed services. <br />FUNDING: <br />Funding for Work Order Number 3 - Continuing Services RFQ 2023015 is budgeted and <br />available in the Optional Sales Tax/Parks/Lagoon Greenway Boardwalk account, number <br />31521072-066510-20039, in the amount of $43,105.00. <br />127 <br />gv0= <br />
