Titkanich, Jr., County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Waiver of Bid Requirement for FDOT-Certified Traffic Equipment <br />BACKGROUND: <br />The Traffic Engineering Division utilizes various traffic control products, which are <br />required to be certified by FDOT, meeting uniform system requirements, as required by <br />F.S. 316.o65. In addition to certification of equipment, FDOT publishes an approved <br />product list ("APL"), and also awards term contracts for those approved products, with <br />fixed prices. These term contracts are utilized by the Division for purchase of equipment <br />in the same manner as any State Contract. The previous contracts for traffic equipment <br />expired on March 13, 2024, and no new contracts have yet been awarded. <br />DISCUSSION: <br />The Division has standardized the video detection cameras used at signalized <br />intersections, with the TrafiSense Foward Looking Infrared Radar ("FLIR!'). These <br />cameras have several advantages over other technologies, such as a visual display of the <br />detection operation, ability to see through fog and rain, and lack of interference or <br />impact from glare or shadows. In addition, the FLIR technology does not require camera <br />cleaning. FLIR is the only vehicle detection product with infrared detection technology <br />on the FDOT-approved product list. Control Technologies Inc. is the sole FDOT- <br />approved vendor for FLIR products. <br />Ten of these camera systems were approved for purchase in the current fiscal year, <br />however, without an existing State contract, their purchase requires Board approval. <br />FUNDING: <br />Funding for the purchase of ten camera systems is available in the Secondary Roads <br />Fund/Secondary Roads/Roads and Bridges/Construction in Progress/Traffic <br />Controllers Account 10921441-o66510-05017. <br />Description <br />Fund <br />Amount <br />Secondary Roads Fund/Secondary Roads/Roads and <br />Bridges/Construction in Progress/Traffic Controllers <br />10921441-o66510-05017 <br />$230,294.62 <br />54 <br />
