Wednesday, September 4, 1996 <br />SPECIAL MEETING <br />PRELEMNARY BUDGET HEARING - FY 1996-1997 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in County Commission Chambers, 1840 25th Street, Vero <br />Beach, Florida, on Wednesday, September 4, 1996, at 5:01 p.m. <br />Present were Fran B. Adams, Chairman; Carolyn K. Eggert, Vice <br />Chairman; Richard N. Bird; Kenneth R. Macht; and John W. Tippin. <br />Also present were James E. Chandler, County Administrator; William <br />G. Collins II, Deputy County Attorney; Joseph A. Baird, Budget <br />Director: and Patricia Ridgely, Deputy Clerk. <br />The Chairman called the meeting to order and Commissioner <br />Tippin led the Pledge of Allegiance to the Flag. <br />County Attorney Vitunac announced that formal notice of the <br />meeting was given through the mailing of the Truth in Millage <br />(TRIM) Notice and the Notice of Non -Ad Valorem assessments for 1996 <br />to all Indian River County taxpayers. <br />Chairman Adams. announced that this is the first of two public <br />hearings to consider the proposed budget for Fiscal Year 1996-97, <br />and that County Administrator Jim Chandler would present an <br />overview of the proposed budget. <br />The Board reviewed a Memorandum of August 29, 1996: <br />TO: <br />Members of the Board <br />of County Commissioners <br />DATE: <br />August 29, 1996 <br />SUBJECT: <br />1996/97 BUDGET CHANGES <br />THROUGH: <br />James E.
