MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: Dylan Reingold, County Attorney <br />DATE: September 14, 2021 <br />SUBJECT: Local Provider Participation Fund (LPPF) Assessment Resolution <br />BACKGROUND. <br />On September 14, 2021, the Indian River County Board of County Commissioners ("Board") voted to <br />enact an ordinance establishing a local provider participation fund (LPPF) to assist in local hospitals <br />covering unreimbursed Medicaid costs. Now that the Board has approved the LPPF, the Board is now in <br />the position to consider an assessment resolution for the three properties that will be subject to the special <br />assessment. The proposed assessment resolution and assessment roll includes the following payment <br />schedule: <br />1) Cleveland Clinic Health System - $6,232,389 <br />2) Encompass Health - $625,798 <br />3) Steward Health Care System - $1,988,149 <br />Once collected, these funds, minus administrative costs, as identified in the LPPF ordinance, will then, <br />through intergovernmental transfers, be provided to the Florida Agency for Health Care -Administration <br />("AHCA"). Please note that the County will need to send a Letter of Agreement � ("LOA") to AHCA by <br />October 11. <br />FUNDING. <br />The proposed assessment is on real properties that are licensed as a hospital and provide in-patient <br />services. These assessments total $8,846,336. The County will collect these assessments and send the <br />funds, minus administrative costs, to ARCA, which will be able to draw down additional Medicaid dollars <br />from the Federal government. <br />110 <br />• <br />
