Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Sole Source Designation for EIeGARDTM Patient Positioning System <br />BACKGROUND: <br />On April 13, 2021, the Board approved an initial allocation of American Rescue Plan Act (ARP) <br />dollars. As part of that allocation, funds for the Workers Performing Essential Work eligibility <br />category were anticipated to be spent on Emergency Services District related expenses. <br />In June of this year, the Fire Rescue Division purchased three EIeGARDTM systems that are <br />intended to improve the chance of survival after sudden cardiac arrest, through the application <br />of elevated CPR. The EIeGARDTM System is an FDA -cleared and CE -marked patient positioning <br />device and cardiopulmonary board that can elevate a patient's head and thorax during CPR and <br />patient transport. The units are currently being used in a training environment. The Division <br />would like to have the EIeGARDTM devices available on all 15 ALS units, and is requesting <br />authorization for the purchase of 12 additional EIeGARDTM systems with ARP funds. <br />Advanced CPR Solutions° LLC developed and patented the EIeGARDTM system, and states their <br />partner, MedAlliance Group, Inc., is the sole source through whom to purchase. <br />Staff conducted internet searches for related or similar products, but found none. <br />Purchasing Division posted a notice of Single or Sole Source designation to both Demandstar <br />and the County's website through Vendor Registry. The description of the need for an assistive <br />device to improve the success of administration of CPR was provided and other manufacturers <br />and sellers were invited to submit similar products for consideration. The posting was made for <br />12 days, and no responses were received. Therefore, staff is confident that there is no similar <br />product available. <br />FUNDING: <br />Staff is requesting authorization for a sole source purchase, as a competition would not realize <br />any additional value or cost savings to the County.
