Szpyrka, P.E., P.E., Public Works Director <br />James Ennis, P.E., Assistant Public Works Director <br />FROM: Kirstin Leiendecker, P.E., Roadway Production Manager <br />SUBJECT: Change Order No. 1 <br />66th Avenue over North Relief Canal Bridge <br />IRC -1505 <br />DATE: September 14, 2021 <br />DESCRIPTION AND CONDITIONS <br />On April 6, 2021 the Board of County Commissioners awarded Bid No. 2021018 to Halley <br />Engineering Contractors, Inc. (HEC) for roadway improvements for 66th Avenue from 49th <br />Street to 69th Street in the amount of $32,728,137.85. A notice to proceed was issued on June <br />1, 2021 with a contract time of 750 days to final completion. <br />Change Order No. 1 is to incorporate HEC's proposal to construct the 66th Avenue bridge over <br />North Relief Canal based on the redesign of the foundations, substructure and superstructure <br />as a lump sum amount less the redesign cost incurred from the Engineer of Record for the <br />redesign. Two major benefits to the redesign will be upgrading the bridge structure to 2021 <br />standards (in lieu of 2015) and changing from a prestressed/post tension single deck <br />superstructure design to a prestressed Florida Slab Beam (FSB) design which will allow the <br />bridge to be opened to traffic in phases. This will result in a $55,000 reduction to the contract <br />amount, for a new total of $32,673,137.85. The redesign for the amount of $55,000.00 was <br />approved by the Board on August 17, 2021 under Amendment No. 19 with Arcadis U.S., Inc. to <br />the Indian River County Civil Engineering and Land Surveying Agreement for Bridge <br />Replacements and Widening of 66th Avenue from South of SR60 to North of 57th Street. <br />Indian River County and the Florida Department of Transportation (FDOT) have entered into a <br />Transportation Regional Incentive Program (TRIP) grant and the FDOT has approved Change <br />Order No. 1. <br />FUNDING <br />Change Order No. 1 is a reduction of $55,000 to the contract with HEC and therefore, no <br />additional funding is required. <br />74 <br />
