The Series 2024 Bonds are being issued for the purpose of (1) financing costs of the <br />acquisition and, preservation of certain environmentally sensitive lands, and the <br />construction of public access improvements with respect thereto, as described in the plans <br />and specifications on file with the County, and (2) paying certain costs and expenses <br />relating to the issuance of the Series 2024 Bonds. <br />The Series 2024 Bonds are subject to redemption prior to their stated maturities, as <br />more particularly described herein. See "DESCRIPTION OF THE SERIES 2024 BONDS <br />— Redemption Provisions" herein. <br />shall serve as the initial Paying Agent and Registrar for <br />the Series 2024 Bonds. <br />The County has covenanted to provide certain continuing disclosure information <br />pursuant to Rule 15c2-12 of the Securities and Exchange Commission relating to the Series <br />2024 Bonds. See "CONTINUING DISCLOSURE" herein. <br />Capitalized terms used but not defined herein have the same meanings as when used <br />in the Bond Resolution unless the context would clearly indicate otherwise. Complete <br />descriptions of the terms and conditions of the Series 2024 Bonds are set forth in the Bond <br />Resolution, the form of which is contained in Appendix C of this Official Statement. The <br />descriptions of the Series 2024 Bonds, the documents authorizing and securing the same, <br />and the information from various reports and statements contained herein are not <br />comprehensive or definitive. All references herein to such documents, reports and <br />statements are qualified by the entire, actual content of such documents, reports and <br />statements. Copies of such documents, reports and statements referred to herein that are <br />not included in their entirety in this Official Statement may be obtained from the County. <br />INDIAN RIVER COUNTY <br />The Florida Legislature established Indian River County on June 29, 1925. The <br />County is located on the central Atlantic coast of Florida, approximately 100 miles <br />southeast of Orlando and 135 miles north of Miami. The County is bordered by Brevard <br />County to the north, St. Lucie County to the south, and Osceola and Okeechobee Counties <br />on the west. There are approximately 100 miles of waterfront land in the County, including <br />23 miles of Atlantic beaches. <br />The City of Vero Beach is the seat of County government. The County is a <br />noncharter county established under the Constitution and the Laws of the State of Florida. <br />A five member Board of County Commissioners, elected at large from five districts, <br />governs the County. The Board appoints a County Administrator who is responsible for <br />implementing the policies set forth by the Board.
