Titkanich, Jr., County Administrator <br />THROUGH: Eric Charest, Interim Natural Resources Director <br />FROM: Quintin Bergman, Coastal Resource Manager <br />SUBJECT: Work Order No. 1 Jones Edmunds & Associates, Inc. <br />2024 Beach Preservation Plan Update <br />DATE: April 15, 2024 <br />BACKGROUND AND DESCRIPTION <br />On April 18, 2023, the Board of County Commissioners (BCC) approved the Continuing Services <br />Contract Agreement for Continuing Engineering Services with Jones Edmunds & Associates, Inc. <br />(Jones Edmunds) for professional environmental engineering support services for a term of three <br />(3) years. Jones Edmunds is the selected County consultant for professional services related to <br />updating the County's Beach Preservation Plan (BPP). <br />Indian River County developed and adopted its first BPP in 1988, which included a management <br />strategy for addressing coastal erosion along the County's 22.4 miles of shoreline. The BPP has <br />been subsequently updated in 1998, 2002, 2008, 2015, and 2019. The BPP undergoes periodic <br />updates to incorporate up to date coastal survey data as well as encompasses any new coastal <br />engineering techniques that address erosion. <br />The proposed Work Order No. 1 provides professional environmental engineering services <br />relative to updating the County's BPP. The 2024 BPP Update will support the County's effort to <br />manage its beaches by; analyzing and reviewing the latest shoreline and volumetric changes, <br />assessing sand sources, reviewing environmental and biological resources, conducting a storm <br />vulnerability and resilience analysis, evaluating beach management alternatives, providing a <br />reader -friendly summary and overall recommendations for the County's Beach Management <br />Program. The cost for Work Order No. 1 is on a lump sum basis not to exceed $378,989.00. <br />Pending BCC approval of Staff's recommendation, it is anticipated that the project would <br />commence in May 2024 with an initial kick-off meeting. Data collection, review, and <br />incorporation of results into the updated beach conditions and sand resources (Tasks 1, 2 and 3) <br />is anticipated to take approximately 6 months. Utilizing the data that was collected through Tasks <br />1, 2 and 3, an update to the storm vulnerability and resiliency analysis (Task 4) is anticipated to <br />be completed by February 2025. The development of beach management alternatives (Task 5) is <br />scheduled to be completed by May 2025. The BPP summary and recommendations (Task 6) <br />expected to be available in August 2025 for BCC consideration. In summation the entire BPP <br />97 <br />
