Greer, Assistant Fire Chief of EMS <br />Fire Rescue Division <br />DATE: April 23, 2024 <br />SUBJECT: Approval of Renewal for a Class "A" Certificate of Public Convenience and <br />Necessity for Indian River Shores Public Safety Department to Provide <br />BLS/ALS Emergency Medical Services <br />It is respectfully requested the information contained herein be given formal consideration by the <br />Indian River County Board of County Commissioners (the "Board") at the next scheduled meeting. <br />DESCRIPTION: <br />On April 9, 2024, the Indian River County Board of County Commissioners approved a renewal <br />application for a Class `B" Certificate of Public Convenience and Necessity for Indian River Shores <br />Public Safety Department to provide interfacility ambulance medical transportation originating within <br />Indian River County and outside Indian River County. Due to an error during submission of the staff <br />report, a Class 'B" was inadvertently requested vs a Class "A" Certificate of Public Necessity to provide <br />BLS/ALS Emergency Medical services, which was originally approved May 3, 2022. This certificate <br />was necessary to comply with Indian River Code of Laws and Ordinances as specified in Chapter 304. <br />The certificate was approved for a period of two (2) years and will expire April 15, 2026. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on an application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, the Board is requested to renew the certificate. <br />An application for the renewal of the Class "A" Certificate of Public Convenience and Necessity has <br />been submitted by Indian River Shores Public Safety Department. Staff have reviewed the <br />application, and no reasons are known or perceived that would require a public hearing pursuant to <br />the established ordinance. <br />FUNDING: <br />There are no funding requirements for this item. <br />RECOMMENDATION: <br />Staff respectfully recommends that the Board of County Commissioners approve renewal of the Class <br />"A" Certificate of Public Convenience and Necessity for Indian River Shores Public Safety <br />Department to be effective for a period of two (2) years from April 15, 2024 to April 15, 2026. <br />88 <br />
