Board of County Commissioners Meeting Minutes - Final April 23, 2024 <br />Recommended Action: Informational item only <br />Attachments: Memo from Town of Indian River Shores <br />[Clerk Note: This Item was heard following Item 5. D.] <br />Deputy County Administrator Mike Zito gave special recognition to two members of <br />the County's Ocean Rescue Division, lifeguards Andrew Francoeur and Aaron Levy, <br />who saved a citizen undergoing cardiac arrest. <br />Deputy Chief Mark Shaw, Indian River Shores Public Safety Department, applauded <br />the quick thinking and actions of the lifeguards who saved the beachgoer, Mr. <br />Wallace, who was also in attendance. Mr. Wallace thanked the lifeguards for saving <br />his life as he recounted his experience. Deputy Chief Shaw presented Challenge coins <br />to all three and praised the training the lifeguard/EMTs were given. <br />Beach Operations Supervisor Johnathan Billings praised Mr. Francoeur and Mr. <br />Levy's life-saving actions as he presented them each with an Accommodation Coin <br />from the Florida Beach Patrol Chiefs Association. <br />The Board thanked the lifeguards for the life-saving protection they offered. <br />Administrator Zito noted that defibrillators were being ordered to be installed at all <br />County beach parks. <br />No Action Taken or Required <br />7.D. 24-0329 Veterans Services Division Updates <br />Recommended Action: Informational Only <br />Attachments: Informational Fiver <br />Deputy County Administrator Mike Zito introduced the County's Veterans Services <br />Office (VSO) team, led by Melissa Arndt, who provided an update to the Board on <br />the service improvements being implemented by the VSO. Ms. Arndt detailed the <br />streamlined processes implemented which included: walk-in and emergency time slots, <br />shortened wait times for appointments (less than one month), and expanded outreach <br />efforts with local businesses. <br />Administrator Zito noted that all the County's VSO locations were federally and State <br />certified, with Ms. Arndt expanding on the required training for officers. County <br />Administrator John Titkanich also lauded the Officers for handling an increased <br />number of visits in a more timely and efficient manner. <br />No Action Taken or Required <br />Indian River County Florida Page 4 <br />
