CHASTA <br />MANAGER OF ASS NT PROJECTS <br />DEPARTMENT OF ILITY SERVICES <br />SUBJECT: PETITION WATER SERVICE IN HICKORY SANDS <br />(5TH PLACE, WEST OF OLD DIXIE HIGHWAY) <br />INDIAN RIVER COUNTY PROJECT NO. UW -96 -09 -DS <br />RESOLUTION III - PUBLIC HEARING <br />On August 20, 1996, the Indian River County Board of County <br />Commissioners approved Resolution I (96-98) and Resolution II (96- <br />99). Resolution I contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(96-98) was published in the Vero Beach PRESS JOURNAL on August 26, <br />1996. (See attached agenda item and minutes of the above meeting.) <br />ANALYSIS <br />Design of the water distribution system is complete. An <br />informational meeting was held for the benefit of the property <br />owners on September 9, 1996. The total estimated cost to be <br />assessed is $38,709.00. The estimated cost per square foot is <br />$0.1344221. Approval of the attached Resolution III will confirm <br />and approve the preliminary assessment. The attached map displays <br />the area to benefit from the assessment project. This project is <br />to be paid through the assessment of property owners along the <br />proposed water line route. In the interim, financing will be <br />through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />Chairman Adams opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Larry Sowers, 950 5th Place, a resident for 6 years, stated <br />that he and his family support the project. <br />Kay Moss, 945 5th Place, advised that she is responsible for <br />the petition. She has lived in Hickory Sands for 9 years and the <br />water is bad. <br />Phyllis Johnston, 891 5th Place, strongly supported the <br />project, but was concerned that plans call for trenching in front <br />of the old live oak tree in front of her home. She had a tree <br />consultant come out and he told her that the only chance for the <br />tree to survive is to do a boring operation.
