MOTION WAS MADE by Commissioner Macht, SECONDED by _ <br />Commissioner Tippin, that the Board give conceptual <br />approval for the Gifford Community Center and give <br />direction to staff to bring back the details on the <br />actual cost of the in-kind contributions, and <br />establish a separate category for annual operating <br />costs. <br />Under discussion, Bill Koolage of Vista Gardens felt this is <br />similar to the community's effort years ago to get the Housing <br />Authority started. He stressed that the children of the community <br />are the responsibility of all governmental bodies. He emphasized <br />that much has been said about helping the scrub jays, but building <br />this community center is where we can really make a difference for <br />the children. <br />Commissioner Macht confirmed that his Motion was for conceptual <br />approval and direction to staff to bring back details on all costs <br />associated with the County's participation. <br />Commissioner Bird recognized Mr. and Mrs. Dan Richardson and <br />family members sitting in the audience and thanked them for their <br />tremendous generosity in helping to build this community center. <br />THE CHAIRMAN CALLED FOR THE QUESTION <br />and the Motion passed unanimously. <br />KINGS HIGHWAY WIDENING TO 5 LANES BETWEEN 26TH AND 4TH <br />STREETS - LATERAL "B" CANAL CLEARING <br />The Board reviewed the following memo dated 8/27/96: <br />TO: HONORABLE BOARD OF COUNTY COMMIS <br />FROM: James W.
