RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Kings Highway widening project proceed to <br />construction as designed Removal of the Lateral "B" Canal vegetation should be <br />mitigated by establishment of a vegetative buffer within the 10' platted buffer strip <br />area along the west property line of Kingswood Estates Subdivision. Funding of <br />the vegetation should have been by the original developer. Since this was not so, <br />staff suggests that a cooperative effort be initiated whereby the Property Owners <br />Association would purchase the plants and the County Public Works Department <br />would provide the labor to install them. <br />Public Works Director Jim Davis advised that at the public <br />meeting with the property owners in Kingswood Estates staff <br />recommended that removal of the canal vegetation be mitigated by <br />establishment of a vegetation buffer within the 10 -ft. wide buffer <br />strip area along the west property line of Kingswood Estates <br />Subdivision. Since this was not so, staff suggests that a <br />cooperative effort be initiated whereby the Property Owners' <br />Association would purchase the plants and the County Public Works <br />Department would provide the labor to plant them. <br />Commissioner Eggert asked if the planting would be done early <br />in the project so the residents would have that protection during <br />the widening. <br />Director Davis explained that the buffer could be planted once <br />the Brazilian pepper trees are cleared and an access road is <br />stabilized. <br />Capital Projects Manager Terry Thompson showed slide films of <br />the 25 -ft. stabilized area. <br />Chairman Adams asked if there are any wax myrtles available <br />from any of the County's projects that we could transplant in that <br />area, but Commissioner Tippin cautioned about the difficulty in <br />transplanting wax myrtles. <br />Director Davis reported that they have found it more <br />economical to buy nursery stock than to transplant. He stressed <br />that he feels it is important to be consistent in these <br />buffering/mitigation matters on road widening projects. <br />Chairman Adams opened the public discussion and asked if <br />anyone wished to be heard in this matter. <br />Alice White, Executive Aide to the Board of County <br />Commissioners, advised that as of this date 23 letters identical to <br />the one shown below have_ been received from the residents of <br />Kingswood Estates: <br />42 <br />September 10, 1996 <br />
