Andy Cindric, Lot 12 in Kingswood Estates, advised that his <br />property abuts the southern end of the canal. He questioned the <br />necessity of widening Kings Highway to 5 lanes, maintaining that <br />the numbers are just not showing that we must have a 4 -lane road <br />from SR -60 to 12th Street. With the aid of the overhead projector, <br />Mr. Cindric presented numerous materials in his argument against <br />the widening project, some of which are: <br />1) Gee & Jensen Report <br />2) Executive Summary dated June, 1995 <br />3) IRC Comprehensive Plan - Traffic Circulation <br />4) Urban Area Plan (to the year 2020) <br />5) Long-range Transportation Planning Reports 1,2, & 3 <br />6) IRC Links Detail Report <br />7) Memo from Public Works Director Jim Davis to BCC dated <br />8/27/96. <br />In conclusion, Mr. Cindric reiterated that they are asking the <br />Board to take a closer look at all the available alternatives. <br />Director Davis pointed out that the Links report that Mr. <br />Cindric referred to already shows Kings Highway as a 4 -lane road. <br />Commissioner Bird asked how much we have spent up until now on <br />this project, and Director Davis advised that we paid $50,000 for <br />the Gee & Jensen study and the 1987 study was done by staff in- <br />house. The consulting fees paid to date are $800,000, but that <br />includes the replacement of 7 bridges across the Lateral B Canal <br />and the north expansion of Kings Highway. It is the largest <br />project we have undertaken and so far it is $1.5 million. In <br />addition, acquisition of right-of-way down that corridor amounts to <br />hundreds of thousands of dollars. <br />Commissioner Bird agreed with the need for a 4 -lane road and <br />emphasized that we have made a major commitment to this project <br />that would be difficult to back off from. He sympathized with the <br />residents regarding the removal of the vegetation. The fact is <br />that if we were not doing that road, we would not have to remove <br />that vegetation. If the residents would find it a compromise, he <br />would feel justified in agreeing to putting some type of wall or <br />fence (or something) along the 9 or 10 lots on the west property <br />line of Kingswood Estates and move on with the project. <br />46 <br />September 10, 1996 <br />
