Indian River County Manatee Protection and 11oating Safety Comprehensive management Plan <br />• Town Limits of Indian River Shores; <br />• If the proposed site. is within a High Manatee Use area 1n a High <br />Watercraft -related Manatee Mortality area, as defined in this plan. <br />2. The siting of new marinas or the expansion, or rearrangement, of existing <br />boating facilities/marinas shall be prohibited when one or more of the following <br />conditions are met: <br />(a) the footprint of the boating facility/marina (including all docks, access <br />walkways, finger piers, mooring areas, turning basins, and ingress and egress <br />pathways) has a SAV coverage of ten (10) percent or greater using a <br />scientifically acceptable method of coverage determination and such <br />determination is made between the months of May through October; <br />(b) the water depths within the mooring areas, turning basins, and ingress <br />and egress pathways is less than —4 feet, at ML.W; <br />(c) there is less than 150' distance between the watetward most projection <br />of the boat facility (including mooring pilings and boats) and the ICW channel. <br />3. The siting of new marinas or the expansion, or rearrangement, of existing <br />boating facilities/marinas shall be evaluated using all the following criteria: <br />(a) no more than 100 linear feet of native shoreline vegetation shall be <br />altered (trimmed, cut, removed, killed, or destroyed); <br />(b) a site located within a High Manatee Use area lar a High Watercraft - <br />related Manatee Mortality area, as defined in this plan, shall be subject to site- <br />specific design restrictions to minimize potential adverse manatee impacts, <br />including (but not limited to): restrictions on the total number of boat slips <br />allowed; use of more upland storage instead of wet storage; restrictions on the <br />maximum size of boats that use the facility (powverboat:sai]boat ratio); re -design <br />of the facilitylmarina; establishment of a powerboat to length of shoreline ration <br />(e,g., one powerboat per 100 feet of shoreline); and/or reduction in the size of <br />the facility/marina; and <br />(c) the following sections of the Action Plan, Objective 1, Boat Facility and <br />Marina Siting and Construction, sections 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, and 1.14. <br />The process of evaluation can be generally represented by Figure 13 which shows a <br />diagrammatic representation of the process.
