t• <br />Cl <br />Indian River County Manatee Protection and Boating Safety Compre5ensive Management Pian <br />By 2001, Informational kiosks displaying manatee protection practices, safe boating <br />practices, and the designated speed zones of the inland waters of the county will be <br />installed at all public boat ramps in Indian River County. <br />3.1 By 2001, the County shall obtain funding from the FIND and the FWC to construct <br />informational kiosks at boat ramps and other strategic locations, such as fishing piers. <br />3.2 The County, in cooperation with the FWC, USFWS, FIND, and the )JLC, will <br />distribute manatee awareness and boating safety materials, including the Boater's <br />Manatee and Speed Zone Guide for Indian River County, to local boaters at the time of <br />yearly boat registration and other appropriate locations such as marinas, bait and tackle <br />shops, and public parks. <br />3.3 By 2001, the County shall initiate a monofilament line recycling program by placing <br />marked collection receptacles at boat ramps, marinas, bridges, and strategic locations. <br />3.4 All existing and new boat facilities (public and private) shall be required to post <br />manatee awareness signs. <br />3.5 By 2001, all rental vessels, including personal watercraft, in Indian River County shall <br />be required to display stickers or plasticized cards with boating safety and manatee <br />protection information. <br />OBJECTIVE 4 Manatee Protection Measures <br />Through 2001, the annual number of manatee mortalities in Indian River County shall <br />be no more than five (5) excluding unusual events such as red tide or disease outbreaks. <br />Of these annual mortalities, no more than one (1) mortality shall be watercraft -related. <br />4.1 The county, in cooperation with the City of Vero Beach Utilities Department and the <br />FWC Bureau of Protected Species Management will ensure that disruptions to outflow, <br />and/or inadequate temperatures to sustain manatees during winter are minimized, and <br />that all necessary precautions to minimize hazards at the power plant are initiated. <br />4.2 By 2001, the county shall obtain funding to retrofit stormwater outfalls to reduce the <br />risk of entrapment and drowning of manatees. Any submerged or partially submerged <br />pipes or culverts accessible to manatees during any tidal phase, larger than 18 inches in <br />diameter but less than six (6) feet in diameter, shall be grated with bars no more than <br />six (6) inches apart installed across the mouth of the outfall. <br />4.3 The county shall conduct periodic maintenance dredging of artificial canals larger than <br />six (6) feet in diameter within county -owned rights-of-way to prevent entrapment of <br />manatees. Maintenance dredging of canals shall be conducted in accordance with <br />FDEP Rule 40C-4.05I(I 1)(b), 1~.A.C., and under Section 10 of the Rivers and Harbors <br />Act of 1899, as administered by the U.S. Army Corps of Engineers. To the extent <br />practicable, maintenance dredging should be done during the period of May through <br />October and always with a manatee observer present during all dredging activities. <br />Community Development Department Page 63 <br />
