40 <br />Indian River County Manatee Protection and Boating Safety Comprehensive Management Plan <br />accessory to a principal multi -family development use. A public/private residential <br />marina has a portion of its wet slips and/or dry slips designated for rental by the <br />general public, with the remaining wet slips and/or dry slips used accessory to a <br />principal multi -family development use. <br />Mean high waterline: the intersection of the tidal plain or mean high water with the <br />shore. Mean high water is the average height of high waters over a nineteen -year <br />period. <br />Occasional Manatee Use Area: An area of high manatee use is defined as an area that <br />has less than or equal to the countywide average number of manatees in a 3 -mile <br />radius. This will be calculated using the aerial survey data collected from June 1985 - <br />December 1987 during 63 flights. The total number of manatees located in a 3 -mile <br />radius of the project site is divided by the total number of flights (63) and then <br />compared to the countywide average (7) for these surveys. <br />Powerboat: a boat propelled or powered by machinery or any mechanical devices. <br />5 <br />Regularly moored watercraft: any watercraft vessel habitually or methodically <br />moored or anchored in the same general location for a continual period greater than <br />seventy-two (72) hours or any watercraft vessel which is habitually or methodically <br />moored or anchored in the same general location for a total of four (4) days within any <br />,given seven-day period. <br />Single-family dock: a fixed or floating structure, including moorings, used for <br />berthing buoyant vessels, accessory to a single-family residence, with no more than <br />two (2) boatslips per residence. Notwithstanding, a shared single-family dock may <br /># contain up to four (4) boatslips. Said docks cannot be rented, [eased or sold to a party <br />unless said party rents, leases, or buys the associated single-family residence. A single- <br />family dock may include a fishing/observation pier. <br />Water -dependent uses: Water -dependent uses shall include those uses whose primary <br />function is derived by direct water access such as, but not limited commercial marinas, <br />commercial charter fishing, touring and diving boat piers, water-ski, sailing, and <br />similar instructional operations, dredge, hauling, marine repair and other related uses. <br />Valet slip: a Space designed for the mooring of a single watercraft in water. Such <br />spaces may extend from a dock or shoreline but shall not be allowed to project from a <br />pier. <br />ConununitY DevOoptnent Department Page 4 <br />
