Kafer, P.E. <br />County Engineer <br />Indian River County <br />1840 25th Street <br />Vero Beach, Florida 32960 <br />RE: Addendum #4 to CR 512 Roadway Improvement Project #9611 <br />Proposal for Feasibility Study to Expand <br />Stormwater Basin #A at Northwest Corner of <br />102"d Terrace & Route 512 as part of the 512 Project <br />Indian River County, Florida <br />Dear Mr. Kafer: <br />In accordance with your request, Masteller & Moler, Inc. is pleased to submit 'this Addendum 44 <br />proposal to Indian River County's Public Works Department for expansion of the Scope of the <br />CR512 Roadway Improvement project. Based on a series of meetings involving representatives <br />of the Florida Department of Environmental Protection (FDEP), property owners and Indian <br />River County Public Works Right-of-way staff, it has been determined that the FDEP agrees to <br />accomplish filling two (2) manmade canals east of 102°d Terrace on the St. Sebastian River <br />Preserve site. Discussions occurred concerning the potential for diversion of stormwater runoff <br />currently flowing to the two (2) manmade canals south into an expanded version of Lake "A" in <br />the CR512 Roadway Improvements Project. <br />The purpose of this Addendum Scope as proposed will be to determine the feasibility of <br />expanding the design of Lake "A" from approximately 2.2 acres to 30 acres to accommodate a <br />significantly larger drainage shed. The proposed 30 acre stormwater basin would service as an <br />expanded drainage area to the northwest and west of Route 95 covering lands owned by the <br />Carson Platt Estates and extending to the drainage divide, known as "Ten (10) Mile Ridge" <br />running in a north/south direction. <br />In order to determine if the new 30 acre stormwater basin will function as desired, a Feasibility <br />Study must be performed with the contents described as follows: <br />Masteller & Moler, Inc. will determine the shape and area of the upstream drainage shed and <br />establish the drainage information based on the undeveloped state of the Carson Platt Estate <br />property which will contribute runoff to the proposed 30 acre stormwater basin.
