Titkanich, Jr., County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />Jennifer Hyde, Purchasing Manager <br />FROM: Shelby Ball, Purchasing Specialist <br />SUBJECT: Approval of Final Ranking and Award of RFQ 2024035 Derelict Vessel <br />Removal <br />BACKGROUND: <br />On behalf of the Department of Natural Resources, the Purchasing Division issued a request for <br />qualifications (RFQ) to identify qualified contractors for derelict vessel removal services on an as - <br />needed basis. Services may include but are not limited to the following: 1) the removal and disposal <br />of derelict vessels which may include sunken and partially sunken vessels; 2) the identification of <br />pollutants on vessels and proper disposal in accordance with all applicable local, state, and federal <br />regulations; 3) the removal of vessel debris impeding navigation and affecting the safety of public <br />waters. All work will be in accordance with the Florida Department of Environmental Protection's <br />(FDEP) Best Management Practices. <br />DISCUSSION: <br />A selection committee comprised of Eric Charest, Assistant Natural Resources Director, Melissa <br />Meisenburg, Senior Lagoon Environmental Specialist, and Quintin Bergman, Coastal Resources <br />Manager, independently reviewed, scored, and ranked each Statement of Qualifications, in <br />compliance with the instructions and criteria established in the RFQ. The committee subsequently <br />met to compile an initial ranking, and determined interviews were not necessary. After discussions, <br />the committee developed a final ranking of Contractors: <br />1. Outlaw Maritime, LLC <br />2. Summerlins Marine Construction, LLC <br />3. Underwater Engineering Services, Inc <br />4. Absolute Boat Towing & Salvage, Inc <br />5. A -C -T Environmental & Infrastructure, Inc <br />6. In -Depth, Inc <br />7. Isla Maritime <br />8. Bay & Key Environmental, LLC <br />9. Southern Disaster Recovery, LLC <br />The Committee wishes to award to the four Contractors ranked the highest. When choosing a <br />Contractor for a vessel removal, Staff will take into consideration the scope of services, work <br />schedule and fee proposal provided by the Contractor. <br />12 <br />
