If, on the basis of ENGINEER's observation of t he Work-during construction <br />a nd final inspection, a nd ENGINEER's review of the final Applicati on for Payme nt <br />end accompanying documentation -all as required by the Contract Documents, <br />ENGINEER Is satisfied that the Work has been compl eted and CONTRACTOR'S <br />other obligations unde r the Contract Documents have been fulfilled, ENGINEER will <br />Indicate in writing his recommendation of payment and present the Application to <br />OWNER for payment. Thereupon ENGINEER will give written notice to OWNER a nd <br />CONTRACTOR that the Work is acceptabl e subject to the provisions of paragraph <br />14.15. Otherwi se, ENGINEER will return the Application to CONTRACTOR, <br />Ind icating In writing the reasons for refu sing to recomm end final payment, in which <br />case C ONTRACTOR shall make t he necessary corrections and resubmit the <br />Application.
