4P <br />LIJ <br />7 <br />ID <br />CONDITIONS OF GRANT AWARD <br />1. The funding under this project is for the payment of SALARIES AND APPROVED FRINGE BENEFITS for <br />three years for sworn entry level career law enforcement officers, lateral transfers, or rehired officers. Any <br />portion of salaries above entry level must be provided for by the grant recipient. Overtime, training, weapons, <br />communication equipment and vehicles cannot be paid for with COPS funding. <br />2. Prior to withdrawing funds under this award, the recipient must provide the Control Desk, Office of the <br />Comptroller, with the recipient organization's fiscal year and the name of the recipient organization's cognizant <br />Federal agency. <br />3. COPS In School grant funds must be used to hire one or more new, additional career law enforcement officers, <br />beyond the number of officers that would be hired or employed by the grantee in the absence of the grant. <br />Unless authorized in writing by the COPS Office, grant funds may not be applied to the salary or benefits of an <br />officer hired by a grantee prior to the Award Start Date listed on the front of this document. <br />4. Your agency is expected to retain the positions funded by COPS In School grant funds at the conclusion of the <br />federal grant funding for at least one local set budget cycle, in accordance with the retention plan contained in <br />your grant application. <br />5. For grants of $500,000 or more, the grantee acknowledges that failure to submit an acceptable Equal <br />Employment Opportunity Plan (if grantee is required to submit one under 28 CFR 42.302) that is approved by <br />the Officer of Justice Programs, Office of Civil Rights, is a violation of its Assurances and may result in the <br />suspension of the drawdown of funds. For grants under $500,000, the grantee must submit a completed EEOP <br />Certification form and return it to the Office of Justice Programs, Office of Civil Rights within 120 days of the <br />grant award. <br />6. In order to assist the COPS Office in the monitoring of the award, your agency will be responsible for <br />submitting semi-annual progress reports and quarterly financial reports. As those reports become due, your <br />Grant Advisor will provide you with the forms and information necessary for compliance. <br />7. Requests for extensions, without additional funding, of the grant award period should tfg submitted ip writing no <br />sooner than two years after the official start date of the award to your Grant Advisor. 11 <br />8. Officers funded under this grant may only be involved in activities or perform services that exclusively benefits <br />your agency and the population that it serves. If your agency provides these officers to another agency through <br />a contractual arrangement, your agency is responsible for ensuring that this arrangement is in compliance with <br />the conditions of your grant. <br />9. The COPS Office may conduct a national evaluation of the Community Oriented Policing Services (COPS) <br />program. The grantee agrees to cooperate with the evaluators. <br />10. The grantee agrees to abide by the terms, conditions and regulations as found in the COPS Universal Hiring <br />Grant Manual. <br />11. The recipient agrees to complete and keep on file, as appropriate, as immigration and Naturalization Service <br />Employment Eligibility Verification Form (1-9). This form is to be used by recipients of federal funds to verify <br />that persons are eligible to work in the United States. <br />
