Brooks <br />Indian River County Solid Waste Disposal District <br />1325 74th Avenue S.W. <br />Vero Beach, Florida 32968 <br />Subject: Cost Estimate and Proposal for Preparation of a <br />Preliminary Remedial Action Plan <br />South Gifford Road Landfill <br />Indian River County, Florida <br />Dear Mr. Brooks: <br />As a result of our telephone conversation on Friday, 4 lune 1999, GeoSyntec <br />Consultants (GeoSyntec) is pleased to present five copies of this proposal for execution <br />by the Indian River County Solid Waste Disposal District (SWDD) to prepare a <br />Preliminary Remedial Action Plan (PRAP) for the Gifford Road Landfill site. A cost <br />estimate and Work Authorization No. 1 are attached to this proposal. GeoSyntec's 24 <br />May 1999 correspondence provides our understanding of site conditions and the <br />technical basis for this proposal. This proposal is consistent with the recommendations <br />presented in the 24 May 1999 correspondence and builds on the preliminary scope of <br />work presented therein. <br />The purpose of the PRAY is to address groundwater that has been impacted by <br />chlorinated volatile organic compounds (VOCs) existing in the vicinity of the eastem <br />portion of the landfill.
