my <br />• <br />FINAL REPORT <br />u u_ <br />SHELTER EVALUATIONS for THE STATE OF FLORIDA <br />W No.: 202 <br />Survey Date: December 4, 1998 <br />Facility Name: Freshman Learning Center <br />Address: 1507 19th Street, Vero Beach, 32960 <br />Coordinates: <br />Latitude: N27'38'10" <br />O "L/ <br />Longitude: W80'24'18" <br />Discussion: <br />The Freshman Learning Center is located on 19th Street approximately 1/2 miles west of U.S. 1. Under <br />the direction of the Indian River Department of Emergency Management, the entire structure, classrooms, <br />cafeteria and hallway areas of this school were evaluated as a possible hurricane evacuation shelter. The <br />only exclusion area was the gymnasium. <br />Flood and Hazmat Considerations: <br />The building and access roads are located outside the Catagory 5 storm surge inundation zone, as <br />determined by the latest edition of SLOSH. The building and it's roads are also outside of the 500 year <br />flood plain (Zone X) as determined by Panel 158 of 169 of Flood Insurance Rate Map #12061C0158 E <br />with an effective date of May 4, 1989. Site and floor elevation is undermined. The structures surveyed are <br />within the Vulnerability Zone of two Section 302 facilities but the release potential in a hurricane event <br />is considered low. <br />Wind and Wind -Related Considerations: <br />The northern exposure's topography is a flat, heavily wooded residential area with light poles, flag pole <br />and large trees presenting lay -down hazards. Southern exposure is open field of a rural nature. Eastern <br />exposure is similar with lay -down hazards in the form of light poles. Western exposure is comprised of <br />flat, heavily wooded and residential with light poles and tall trees which pose minimal laydown hazards. <br />
