ANID <br />POTADEX WATER REGULATIONS <br />Sec. 918.01. <br />Short title. <br />Sec. 918.02. <br />Purpose and intent. <br />Sec. 918.09. <br />Definitions. <br />Sec. 918.04. <br />Sanitary ewer and potahlo water regu}atimce. <br />Sec- 918.05. <br />Water and wastewater connection <br />requirements for new development_ <br />Section 918.0I, Short title,. <br />This chapter shall be known as the "Sanitary <br />Sewer and Potable Water Regulations Ordinance." <br />(Ord. No. 90.16, § 1,. 9.11.90) <br />Section 918.02. Purpose and intent, <br />The purpose of this chapter is to provide for the <br />implementation of the land development related <br />policies of the sanitary sewer and potable water <br />sub-elementa of the comprehensive plan. Other <br />policies of the sanitary sewer and potable water <br />sub -elements requiring ordinances for implemen- <br />tation will be included in the utilities ordinance <br />in Title Il of the Code of Laws and Ordinances. In <br />the case of duplication between the provisions of <br />this chapter and the utilities ordinance in the'litle <br />II, the provisions of the utilities ordinance will <br />govern. <br />(Ord. Sanitary newer and potable <br />water regulations. <br />ill Single-family dwelling; units and nonresi- <br />dential projects utilizing less than two thousand <br />(2,000) gallons of potable water ger day may use <br />private wells where such wells are approved by <br />regulatory agencies including the county environ• <br />mental health department and utilities depart- <br />ment, in accordance with the connection regula- <br />tions set out in section 918.05 balow. <br />(2) Single-family dwelling units and nonresi- <br />dential projects generating less than two thou- <br />annd (2,000) gallons of wastewater per day may <br />utilize septic tanks for disposal of domestic waste <br />Supp. No. 8 918/1 <br />only, where those septic tanks are approved by <br />the county environmental health and utilities de• <br />partments, and where consistent with the connec• <br />tion regulations set out in section 918,05 below. <br />(3) When effluent reuse is required aid per. <br />witted by the department of environmental reg- <br />ulation and the county utilities department, de- <br />velopers of projects having; open space areas <br />utilizing or projected to utilize ten thousand <br />(10,000) gallons or more water per day on a peak <br />day for irrigation, including golf courses, parks, <br />medians, and other such areas, which are located <br />within a county utility department service area <br />and are within one mile of the nearest effluent <br />line containing irrigation quality effluent, shall <br />construct effluent re -use lines on-site and effluent <br />reuse lines off-site to connect to treated waste- <br />water to be used for spray irrigation of the open <br />space areas within the development project. <br />Such large volume irrigation users shall be re- <br />quired W take re -use water for spray irrigation. <br />The effluent re -use Tines constructed for treated <br />wastewater shall be dedicated to Indian River <br />County. <br />Developments located more than one mile from <br />the neatest irrigation quality effluent Iine and <br />having open space areas requiring irrigation shall <br />inatall dry lines if they are within the county util• <br />ities department service area and irrigation <br />quality effluent water is or will be available for <br />re -use. <br />(4) Regional potable water service will be hm• <br />ited to the service areas shown on Figures 3.8,7, <br />3.8.8, and 3.8.9 of the potable water sub -element <br />of the Indian River County Comprehensive flan, <br />and to areas where the county has legal commit- <br />ments W provide facilities and services as of Feb- <br />ruary 13, 1990. <br />Regional sanitary sewer service will he limited <br />to the service areas shown on Figures 3.A.8, 3.A.9, <br />and 3.A.10 of the sanitary sewer sub•element of <br />the Indian River Co unty Compr ehe n s ive Plan, and <br />to ureas where the county has legal commitments <br />to provide facilitica and services as of February <br />13, 1990. <br />(6) No existing on-site wastewater treatment <br />systems or water treatment systems may be re - <br />
