The Administrator has exhibited excellent work ethic in administrative, budget, and <br />finance matters. In this fiscal year the Administrator has faced the replacement of a <br />Personnel Director, the distracting series of investigations into particular utility <br />operations, a tight budget year with little room for new or newly necessary programs <br />and improvements, privatization of the maintenance of Sandridge, and pressure to <br />execute a direction for the Old Courthouse. <br />The Administrator is not afraid of work, does not appear to watch the clock, and will <br />work whatever hours necessary to facilitate the accomplishment of the job. The <br />Administrator does not dabble within departments, but depends strongly on his <br />department heads to manage the work or to trim their budget to cooperate with the <br />Commission in its budget decisions. <br />While showing more than average amount of patience and thoroughly investigating <br />allegations before rendering decisions, the Administrator has exhibited the ability to <br />render tough decisions if evidence warrants. He has consciously pursued every <br />direction the Commission has suggested for alternatives for the Courthouse. Our <br />budget showed no taxpayer increase even with great pressures from law enforcement, <br />government and non-profit contributions. <br />The Administrator has instituted personnel training to aid in public contact service.: <br />He has instituted an employee suggestion program. He is progressing on all the <br />alternatives for space allocation within the County scope. The Administrator without <br />hesitation follows through on Commission mandated missions. He attacks problems <br />early and quickly. <br />Employees still feel that they do not know Mr. Chandler. They never see him in the <br />field and rarely see him in other county offices. As long as he continues to handle <br />county matters expeditiously, he can visit with the employees at our Christmas <br />luncheon or other social affairs. We have staff and Commissioners who probably are <br />seen outside the office too much as it is. <br />In light of the above, it is the recommendation to grant the Administrator, <br />James Chandler, a 5% pay raise, effective October 1, 1996. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously approved a <br />5% pay increase for County Administrator James <br />Chandler, effective October 1, 1996, as recommended <br />in the memorandum. <br />24 <br />September 24, 1996 BOOK <br />
