BOOK -99 <br />In response to Commissioner Eggert, Director Wright defined <br />"private pay client" as a person paying directly from private funds <br />without insurance or Medicare payments. <br />Commissioner Bird observed that the survey results provided in <br />the backup contradicted Director Wright"s recommendation, whereupon <br />Commissioner Eggert asked Director Wright to describe the procedure <br />he went through to reach his conclusions. <br />Director Wright explained that, after receiving the surveys, <br />staff had contacted the signers of the survey letters and the <br />information communicated by telephone conflicted with the contents <br />of the letters. There was a consensus that they wanted another <br />provider, but what he was looking for (to satisfy code <br />requirements) were reported delays or something concrete that would <br />lead staff to believe that there is a large vacuum of service not <br />being met by existing providers. The Transportation Disadvantaged <br />Local Coordinating Board (TDLCB) had not received any complaints. <br />He believed that schedule changes would address any existing <br />problems. <br />It appeared to Commissioner Bird that, if the survey is <br />accurate, the need for an additional provider does exist. He felt <br />there seemed to be more than a consensus in the letters. <br />Director Wright responded that the survey does not say that <br />the current providers are not providing the service. He was <br />looking for impartial information. <br />Commissioner Bird described the survey as having non-specific, <br />generic questions. <br />Director Wright reiterated that Able's application does not <br />meet the requirements of the County's code, by which he is bound, <br />and stood by his recommendation. <br />Discussion ensued about after-hours service needs and whether <br />or not the need is being met. <br />Chairman Adams pointed out that it is one thing to look at <br />whether the need is being met and another is the need to keep the <br />ones who are licensed economically viable. <br />Commissioner Tippin observed that nothing has stopped the <br />proliferation of plant nurseries. <br />Commissioner Eggert advised it was reported at the TDLCB that <br />none of the services are running at full capacity; therefore, <br />"need" does not exist to add more. <br />33 <br />September 24, 1996 <br />
