4P <br />40 <br />r <br />ARTICLE 23 <br />PERSONNEL REDUCTION <br />23.01 If a personnel reduction is necessary, the County shall determine the <br />number of employees and jobs affected in the bargaining unit and retain <br />employees an the basis of job qualifications, job seniority, jab <br />performance and length of uninterrupted services as a full-time employee. <br />If other factors are equal, in the 'EMS Chief's judgement, seniority shall <br />be the deciding factor. Laid -off employees shall be given preference <br />before new employees are hired for future vacancies in the Department; <br />however, the laid -off employee must meet the basic qualifications for the <br />job vacancy in the judgement of the EMS Chief, and be recalled within <br />two years of the lay-off date. <br />23.02 Laid -off employees shall retain seniority in the Department for a period of <br />two years after lay-off. The Department shall allow laid -off employees <br />to participate in Department training to maintain their certification. <br />
