11/19/24,11:39 AM Landmark Web Official Records Search <br />BK: 3726 PG: 2440 <br />SIMMONS <br />&WHITE <br />CIVIL & TRAFFIC ENGINEERING <br />Memorandum <br />July 25, 2024 <br />To: Erik Ferguson, P.E. <br />Indian River County <br />From: Tricia Barr, P.E. <br />Subject: Orchid Island Traffic Signal <br />Justification for ROW Donation for Mast Arm D <br />For the placement of Mast Arm D in the northwest corner of the intersection of Orchid <br />Island Drive and SR AiA, several design criteria had to be met: <br />1. Clear Zone requirements from Florida Department of Transportation Design <br />Manual Table 215.2.1 Minimum Width of Clear Zone requires 24 feet from the <br />travel lane and 14 feet from the auxiliary lane to be free of obstacles such as <br />mast arms. <br />2. The Florida Power & Light overhead utilities rest at the edge of the Clear Zone <br />and require a minimum io' horizontal clearance from mast arm structures to <br />allow for safe construction and operation. This pushed the mast arm to the west <br />even further. <br />3. This area determined acceptable due to Clear Zone and Overhead Utility <br />Clearance was also explored for underground facilities and found to be occupied <br />with utilities running north -south along State Road A1A to the point that the <br />mast arm foundation (5'D) needed to be adjusted further west. <br />4. Several utilities, including a gas line, were identified running east -west along <br />Orchid Island Drive's west approach, and required Mast Arm D to be moved <br />more to the north to allow for safe construction and operation. <br />5. Soft digs were completed in an area which appeared to be clear of marked <br />utilities.
