The primary intent of • <br />miscellaneous charges is to ensure the recipient of the benefit of a specific service bears the costs <br />associated with providing that service or to influence or promote positive customer behavior. While they <br />represent an average of between 3.0% and 5.0% of overall annual revenue for IRCDUS, to the extent these <br />charges are not recovering costs, the rest of the Utility's customers are subsidizing these activities caused <br />by specific customers. <br />IRCDUS staff performed a detailed review of the processes and associated costs of performing each <br />service behind the miscellaneous fees and identified two new miscellaneous services charges whereby <br />IRCDUS does not presently charge a fee but incurs costs. Thereafter, Stantec developed the proposed <br />miscellaneous fees considering the potential impacts to customers, comparison to local benchmarking, and <br />IRCDUS' overall cost recovery objectives. Table 4 summarizes the current and proposed fees associated <br />with some of the most used and the two new miscellaneous service fees.
