During the conduct of the Study, Stantec identified that the detailed customer billing records <br />required to make structural changes to IRCDUS' rate structure were not available. IRCDUS began the <br />process of extracting the necessary information to allow for future rate structure modifications as may be <br />proposed in future rate studies. As such, Stantec doesn't recommend any structural modifications to <br />IRCDUS' service availability and volumetric charges, other than indicated adjustments in the level of the <br />rates to recover the revenue requirements of the system identified in the RSA portion of the Study. <br />Specifically, Stantec recommends that IRCDUS adopt the proposed plan of annual rate indexing <br />adjustments presented herein in of 12.0% for water rates in FY 2025 and FY 2026 and 24.0% and 12.0% <br />for sewer rates in FY 2025 and FY 2026, respectively. The resulting service availability and volumetric rates <br />are summarized in Table 16 and Table 17. <br />28 Rates as of March 25, 2024.
