She highlighted that the applicant had presented a competent <br />engineering study and assured that the planned development site would meet all <br />essential stormwater management and flood protection requirements. <br />The board and staff discussed the fill and dry pond excavation. It was determined <br />that the fill would need to be brought up above the 100 -year storm event. The <br />applicant would be required to use Jungle Trail as a haul road to bring in the fill. <br />The installation of driveways through the 30 -foot management area would impact <br />Jungle Trail. The applicant had proposed to leave the 30 -foot area in its existing <br />state. <br />A motion was made by Vice Chairman Flescher, seconded by Commissioner <br />Loar, to approve staffs recommendation. Utilities Services <br />12.J.1. 24-0516 Announce Public Workshop and Schedule Public Hearing for Fee and Rate <br />Modification associated with the Indian River County Department of Utility <br />Services <br />Recommended Action: Staff recommends that the Indian River County Board of County Commissioners <br />(BCC) direct staff to complete the Utility Rate Study process with Stantec <br />Consulting Services, Inc., and propose adequate and equitable Utility charge <br />rates for Service Availability Charges, Volume Charges, Impact Fees, and <br />Miscellaneous Fees for Indian River County Department of Utility Services <br />(IRCDUS) customers. Further, staff recommends the BCC direct staff to begin <br />the Utility Fee and Rate Modification process for IRCDUS charge rates. <br />Milestones in the process would include: • Schedule and conduct a workshop <br />presentation, on or around August 20, 2024, regarding the Utility Rate Study <br />findings and recommended new Utility Rates and Fees Schedule. Interested <br />parties will be notified of the workshop via a comment line on the face of the <br />customer's monthly utility bill and/or buck slip enclosures in their mailed utility <br />bills. • Conduct a public hearing to review and discuss the proposed new Utility <br />Rates and Fees Schedule at the September 24, 2024, BCC Board Meeting; <br />and, • Approve the resolution adopting the new Utility Rates and Fees schedule. <br />Attachments: Staff Report <br />Director of Utility Services Sean Lieske requested permission to begin a public <br />engagement process with County ratepayers through a public workshop on <br />August 22, 2024, at 1:00 p.m. regarding the study and proposed new Utility <br />Indian River County Florida Page 22 <br />
